California Governor Signs SB 1392 ‘Leno’s Law’ to Expand Classic Car Smog Exemptions
California Governor Gavin Newsom has officially signed Senate Bill 1392, widely known as “Leno’s Law,” expanding smog inspection exemptions for classic automobiles across the state. The signing took place during a ceremonial visit to Jay Leno’s Garage.
Legislative Approval and Backing
The legislation, supported by former late-night host and prominent car collector Jay Leno as well as automotive industry groups like the Specialty Equipment Market Association (SEMA), successfully passed both chambers of the California Legislature before reaching the governor’s desk.
The bill progressed through key legislative milestones in the California State Senate and Assembly before final passage, offering relief from stringent emissions testing rules for eligible vintage vehicle owners.
Preserving Classic and Lowrider Heritage
According to state officials, the law is intended to recognize, celebrate, and preserve California’s classic car culture and lowrider heritage. By adjusting mandatory smog testing requirements for vintage cars, the state aims to keep historic vehicles on the road while acknowledging their cultural significance.
With Newsom’s signature at Leno’s Garage, SB 1392 formally enacts the updated exemptions into California law.
